About this deck:
Angrath may not be the strongest Planeswalker out there, bless him, but hitting your opponents with their own creatures is always fun, and Angrath's second ability lets you do just that. I've focussed on that ability for this deck – his +1 is unlikely to be hugely impactful and I don't think you'll get the opportunity to use his -8. So the plan is to pinch creatures off our opponents and make that as costly for them as possible. Also pirates.
Aside from Angrath, then, I've included Hijack and Captivating Crew to give you a few ways to grab your opponent's creatures. Once you've got them, it's fairly natural that you'll attack with them... but then what? They get them back? Not if you use Makeshift Munitions, Ruthless Knave or Costly Plunder to kill them off for a benefit!
Using Captivating Crew can be quite expensive, and Makeshift Munitions is quite hungry for mana and permanents if it's going to be useful. The perfect, pirate-themed answer is Treasure, which is why you have Dire Fleet Hoarder, Wily Goblin and Pitiless Plunderer in this deck. Use the Treasure for ramp, ammunition or even card draw with Ruthless Knave or Costly Plunder.
To make sure you have the right pirates at the right time, I've included Forerunner of the Coalition. If you have the Treasure to spare, it could find you Angrath's Marauders which should hasten you on your way to victory. Some Duress to mimic Angrath's +1 ability and Walk the Plank to deal with problematic creatures rounds out the deck in swashbuckling style.
There were a few Angrath-themed cards I couldn't include: Dragonskull Summit, Angrath's Ambusher and Gleaming Barrier did not make the cut.
