To combat the staleness of our growing power levels at my local table we have begun an unofficial format with the sole limitation of playing commander with only 5 rares and a single mythic. This restriction helps to breed creativity among our player base and is showing great success. With the caveat of minor adjusts to help further power levels from spiking out of control, such as Sensei's Top and Narset, Enlightened Master are kept at arms reach to keep the games at a more fun pace. To keep the pace flowing strong we all agreed to keep the mana base unfettered by the rare restriction... so long as it doesn't "feel" like a spell. For example, Temple of Epiphany lets you scry but is a one time action that has very little impact on the board. However, Hall of Heliod's Generosity is a land that offers too much value in stalemates and will count as one of your selected 5. Since this is an unofficial format you and your friends can just tinker with your own ruleset to fit your own needs. Don't let us say what you can or should not do!
I have chosen Imoti with her wonderful companion, Keruga, as a true Timmy at heart. Casting big spells that give me more spells? What isn't to love! For my five rares I stuck with cards that offer a strong enough pay off at the 6+ mana cost or help me cast my spells properly by adding truckloads more mana. Oracle of Mul Daya, Aggressive Mammoth are straightforward in how they help the deck so no explanation required. Sakashima's Protege is mostly chosen because of how insane of a trick she can be when your opponents drop something fierce and threatens to shut down the game as a big beater or just a strong planeswalker. She fits nicely at the 6 drop slot to further our plays as well, the only problem is how often she will whiff from cascading into a Cultivate or some non-permanent spell. Game Plan is a bit awkward way to wheel into a fresh hand but the Assist mechanic is a nice tool to cast this card AND get one cascade trigger from Imoti as the converted mana cost isn't affected if another player pays for a chunk of the spell. Windfall is a nice way to replace this effect and free up the rare slot as well so that is a fair choice to make. Keruga, the Macrosage is rare number five and boy is he worth the restriction of no spells on turns one and two. At the loss of Sol Ring, Arcane Signet, Simic Signet and many other solid ramp spells he always validates his position when I draw 4+ cards so consistently. Possibly the most important reason to choose him is that your cascades won't leave you with a bad time of hitting Llanowar Elves and Fyndhorn Elves over and over again. More bang for your cascaded buck.
Now the mythic slot was a tricky one, the main contenders here was Omniscience and Rashmi, Eternities Crafter. Rashmi gives a more consistent flow to our strategy and offers a steady stream of cards. Omniscience gives a major impact the turn it slams into the board and our multiple cascading into draw spells will overwhelm the table with superb value. When it came down to average draws, however, Rashmi seems to fall flat since she is outside the command zone and having to draw her from the 99 just doesn't meet my expectations. The few times I casted Omniscience showed how strong of a powerhouse it was.
Edit: Completely forgot about Lithoform Engine. Sounds like a very versatile and excellent addition since excess mana is rarely an issue. Needs playtesting.
In terms of playing the deck it is rather straightforward; Opening hands of 4+ lands is strong but the most optimal hand will have 2-3 three mana accelerators and a single 6 drop to start cascading. Most of the draw power comes from cascading and Keruga, so do your best to look for hands that aren't overloaded with higher costing cards. Imoti is a very fragile creature and this deck doesn't offer her a lick of protection, bear that in mind that she needs meta knowledge at the table if they are heavy on removal.
Easy trade outs are Centaur Nurturer, Garruk's Packleader, Fact or Fiction and Pathrazer of Ulamog.
Honorable trade ins are Archetype of Endurance, Aethersnipe, Phyrexian Ingester, Into the Story, Urban Evolution, Harmonize, Rush of Knowledge, Crystal Ball, and Confiscate.
