First of all, DONT UNDERESTIMATE HOGAAK, imagine him as a big body that can feed the entire swarm for value
The deck can be archived preety easy , for the fact that the most of the cards are bulk that sometimes can be given for free on your stores
You have a lot of self mill on this deck like the usual drede cards , so u can cast hogaak very easy, im not using hermit druid cause this deck is budget and have a lot of basics , so hermit druid will not be so broken as it seems
With hogaak on the battlefield the value train begin.
He has a really big body that can be used to smash face (3 unblocked hits and u take a player out), to self mill using cards like Altar of Dementia,draw a lot of cards with ex. Greater Good , can spam a lot of tokens with cards like Carrion, Fungal Sprouting, Korozda Guildmage or Feed the Pack.
One of the most underrated cards in the deck is Harvest Season (you will usually prefer to use hogaak convoke ability to dont waste your graveyard goodstuff so your creatures "usually tokens" will be tapped, so this card can get a ton of basic lands for only 3 mana)
Ways to win?
Commander damage
With a board full of tokens use cards like Overwhelming Stampede to pump your board (if u have hogaak on battlefield its +8)
Late game you can use Jarad, Golgari Lich Lord to sac your big boys like your commander or Svogthos, the Restless Tomb (late game will be a big boy)
