To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!
Please note: This is not an official DCI service. So please always make extra sure that the sheet contains all the cards in your deck and fulfils all DCI requirements. If you notice anything wrong, please let us know. DCI is a trademark of of Wizards of the Coast LLC.
Taigam's milling/combo/fun/crap deck (yup, that's a lot of "/")
Summary:
Introduction:
This deck is mainly a combo deck. While playing it you're aiming to either:
A few tools are provided to help you survive long enough to pull out combos, find some combo pieces and of course combos themselves.
The Commander : Taigam Sidisi's hand
Why did I chose this guy instead of some other flashy U/B commander?
Well... he turns our draw step into free strategic planning. that lets you choose which card you want to pick and explore your deck to find your combo thrice faster than any other commander (which is pretty great when you look for a combo piece).
He also comes with a decent body, 3/4 survives to lightning bolt or akin spells.
Additionnaly he has a control-typed engine included which synergyses reeaaally well with Illusionist's bracers.
Annnnndd he's greatest advantage is of course the fact that he's not a key piece of the deck in itself (unlike Zedruu the Greathearted or Meren of Clan Nel Toth) so you can perfectly win without even casting him once and be totally fine with it.
So a relevant choice overall.
Combos and win conditions:
As previously said, this deck is all about deadly combos and synergy between them. I'll try to list them here but keep in mind that this list isn't exhaustive by any means and you can always find other ways to win.
Infinite untap:
Tidewater Minion + Illusionist's Bracers
Using this combo is really simple, you just equip the minion with the bracers and you use his activated ability to untap himself + another permanent, note that you can also untap lands this was (so you basically have infinite mana too)
Infinite untap/tap:
Captain of the Mists + Illusionist's Bracers + Pyramid of the Pantheon (with 3 brick counters)
A bit harder to pull out than the previous combo but has a similar process:
Draw/Play your library or instant death of someone else:
the two previous combos + Blue Sun's Zenith
Using you Zenith can make you draw and play all your library once you have the infinite untap/mana combo or make someone draw to death,
example:
"I play Blue Sun's Zenith with X=500, you draw 500 cards!"
"But I don't have that much cards in my commander deck !"
"Well, that means you lose this one my friend ^^"
Note: To the "draw your own librayr and play it" part, Pull from Tomorrow works well too.
Mill everything:
Fraying Sanity + Traumatize or Fleet Swallower attack (Traumatize may not work every time if you do it wrong)
Very simple, Enchant the player you want to kill and cast Traumatize or attack with Fleet Swallower, The oponent mills half of his/her libray then the second half on the next end step.
It's the simplest combo if you are in pure 1v1 match (or face someone that you really want to see suffering).
Hand lock (You draw nothing but once each turn and I draw a lot):
one unblockable creature with Whispering Madness on it + Notion Thief
Just attack with the creature and copy Whispering Madness, everyone discard, only you draw, Joy !
Note: That combo will make every non graveyard-synergy deck player hate you for at least 10 games. (use it carefully)
Instant win:
Laboratory Maniac + whatever makes your library empty (Blue Sun's Zenith, Pull From Tomorrow, Inverter of Truth, etc...)
Okay this is the easiest win in 1v3... I mean 4 player regular commander game.
Be careful tho, Laboratory Maniac is easy to kill but you can use things like Shallow Grave to steal a clean win after a removal.

Conclusion
This is a surprisingly fun, cheap and competitive deck that I assembled with underestimated cards.
It needs a bit further testing and will change in the future.
There is also room for upgrade (drop the money bwo!).
Excuse me for my english ><
Enjoy this brew.
