I really like this, but I'm not sure about the logic of having 3 Chief Engineers vs. 5 notionally "expensive" artifacts (Hangarback Walker and Scuttling Doom Engine). Is there really a huge need to convoke for those? You seem to be giving yourself plenty of options in terms of mana. Maybe a couple of Chief of the Foundry? Make those Ornithopter useful before you Ensoul Artifact them and make them 6/6...

Chief of the Foundry would be solid, but the point of the Chief Engineer is that when you do run across a fatty, you can do more with your turn other than drop it. Leaving mana open is always scary, especially with U/R. Its a mind game, and who doesn't want Hangarback Walker to be massive? That said, you need more artifacts to justify the Chief Engineer.
