You'll be casting bring the light with 0 colors when you cast it for free, meaning you search for a card that uses 0 CMC only.

Which is why it is limited to three. Howl copies the cast spell. Just like Crater's Claws. One cast spell. Two copies of cast spell, not three 'cast' spells. This also means using Bring to Light to cast Howl of the Horde won't copy the next Bring to Light because it is not 'cast'. If you use Bring to Light with Bring to Light, then it is 0 since you are casting it without mana.

As it says on official site.

If the spell being copied has an X whose value was determined as it was cast (like Crater’s Claws has), each copy will have the same value of X.

So since the value was determined as it was cast it should keep when copied from the original just as any X value card. I don't see why it would change.

While it is not an X card, there is an X value inside the card still that is part of its casting cost.

Nevermind. After further review it looks like the triple Bring to Light will never happen. Dark Petition and Howl of the Horde can still be used to cast Ulamog, Ceaseless Hunger though for those into that guy.
