UG Counter Deck

Please help me with this deck! How to make it more efficient, lands, etc...

The strategy is to get creatures that can use counter abilities out in the field. Ideally, getting Harden Scales out first as an opening hand, then T2 Two Servant of the Scales or Jace/ Hangarback Walker. T3 should be Halimar Tide Caller or Undergrowth champion. T4 should be Kiora. Kiora provides synergy to Hangarback (untap to add more counters) and Jace acts as a way to loot for needed cards. When flipped, Jace can act as a way to reused abilities (such as Sylian Scrying) or Earthen Arms in the graveyard. A possible combo can include Sylvan -> Mire-> Revive Halimar onto your top deck. Use Halimar to reuse Earthen Arms.
Planar can be used to kill Hangarback and send out their 1/1. Manlands used as backups with Halimar synergy.
Kiora also provides a decent amount of cards in the graveyard, that Halimar/ Jace can use.
