  You say that the deck is U/B (meaning BLUE/BLACK), but there's no black in the deck? What was your initial idea about the deck and what's your deck focus with this one? IF you focus more on the clues and investigating though I'm pretty sure that the deck will become more cohesive.

Guessing the win con of this deck is Giraphur athergrid and clues. I like the idea, but if this is the case, you should lose the green and go strictly U/R.

Why Magnifying Glass?  You'd be better off using Tamiyo's Journal, it only costs 2 more, but automatically generates a clue every upkeep, and you can use 3 clues to tutor the Grid, instead of just drawing and hoping it comes.  If it is because it can also provide mana, you have a pretty low curve, so cracking the clue shouldn't be much of a problem.

   Just a side note, a deck of this fashion would probably run best if the THIRD color were white instead of red.
