I like the idea you were going with on this one... I'd suggest getting something that allows you to play your spells from the graveyard or even this artifact Isochron Scepter could be of use with say
Burst Lightning (has a kicker) or Gift of Growth , Overload , Scorching Lava ...

Ghitu Chronicler one of these couldn't hurt either...

I don't think the mulitkicker work as more than one since it is still just the one spell cast and increasing kicker cost, in terms of your Commander's ability...

you are correct that Hallar's text only check/cares if a card has been kicked and not how many times that card has been kicked. This deck is a purposfully more casual deck that I am toying with as I have a 100% win rate amongst my play group. The deck is really a +1/+1 counter deck with razerunner, spike shot, and Hallar being bonuses.
