Needing tips for card cutting and improving the deck

I am working on a semi budget friendly W/B lifegain/aristocrat with Elas il-Kor, Sadistic Pilgrim as the Commander. I need help both getting it down to 100 cards and suggestions on cards that would improve the deck but aren't over $20-30.
