If you expect games to go more than 5 turns you can keep Epitaph Golem in your sideboard so that you can put it in against removal based decks. Epitaph Golem allows you recycle cards from your graveyard into your library and then retrieve them with Tamiyo's Journal so that you can replay them. The Epitaph Golem ability only costs 2 mana, so it's pretty efficient at making opponents use their removal on small creatures.
I would keep the counterspells in your sideboard and use them if needed against burn decks and just rely upon your card advantage from Clues to keep you up on creatures and spells.
I'm working on a Mono Blue Mill investigation deck you can check out and read it's description if you want:

Good luck!

Deck Reviews / [Standard] Mono Blue Mill

Alternative win conditions are quite rare in Magic so it's fun to come up with decks that have them. The last one I saw was the Grixis Cat Pact, which was an awesome deck, but got beaten out by card control in the end.
I was inspired to try and build a standard mill deck because my wife has a killer modern mono blue mill deck and I thought it would be interesting to see if there are any good mill cards in standard. Surprisingly I found several which are pretty good if you can combo them correctly and I believe I've found a combo that is devastatingly effective if you can survive 6-13 turns to pull it off. I realize that's a long time to expect to take before winning the game, so I'd like to see if anyone has any suggestions on how to speed this deck up some more:

In summary, if you do get a Tamiyo's Journal, have clues stocked (preferably with at least one Erdwal Illuminator on board), have either Fleeting Memories or 6 lands on the board then you can set up a turn 6 win with the Fleeting Memories+Tamiyo's Journal+Part the Waterveil combo by milling for 49-57 in 1 turn (5 turns for you because of PtW). That's a pretty long shot, but it seems to come together by turn 13, and there is enough disruption in this deck to hold off creatures for many turns and enough counterspells in the sideboard to deal with burn and control decks.
The mill still works without the PtWs by searching for another copy of Fleeting Memories each turn. As they stack up you mill for 9 more each subsequent turn: 9, 18, 27, winning within 3 turns.

Any suggestions?
I want to keep it mono blue but I'd love advice on better disruption cards or ways to get to Tamiyo's Journal faster. I've thought of Inventor's Fair, but that would mean replacing a lot of cards with artifacts, and I don't know if there are enough equivalent artifacts to replace the disruption I currently have.
Thanks!
