I think you overlooked another key piece to wheels in general; hand disruption and throwing your opponents' plans into disarray. This is more relevant the earlier you cast the wheel because they probably mulliganed for a decent hand or even key combo pieces.

Depends if I have very restrictive color costs or have some specific synergies (i.e. landfall / revolt / delve / delirium). I don't think they're really that necessary outside of cEDH and can drag the game out.

I would say Arcane Denial. I prefer the artwork more but also not being double blue is useful. I agree that it can feel less bad because of the card draw but the downside can be managed if you're playing a bit meaner with Notion Thief, Hullbreacher, Narset, etc. effects out. Since the card draw is not immediate, I don't think it is that bad. People are always neglecting to pay for Rhystic Study triggers.

I use in my Belbe deck since I can cast it pretty early and while there are ways to prevent folks from getting it, having it go around the table can help speed the game up.

It can be abused in other decks: Orvar, the All-Form can use it to storm off as each copy draws you cards as it comes in and be tapped for mana. Decks that copy artifacts can also make good use of it for the same reason (triggers on ETB not cast).

I would recommend adding that two ways to stop the Consultation Oracle/Tainted Oracle combo besides counter magic are:

1) Angel's Grace so they can't win (assuming they have no way of flickering the Oracle).

2) Force them to draw a card and lose the game before the Oracle ability resolves. Kenrith, the Returned King, Cephaild Coliseum, Selvala, Explorer Returned.

Stinging Study is basically Ambition's Cost but one additional mana since it is instant speed (which I think is decent). However, it will definitely work well in my Jund Elf deck that runs Nadier Agent of the Duskenel as a partner. Some others that it makes me think of are Vilis, Broker of Blood and K'rrik, Son of Yawgmoth.

I wonder if it works with Awaken the Blood Avatar or if it only counts the Extus, Oriq Overlord portion.

Nothing wrong with the alt-art version of things like Godzilla but I definitely agree the unique cards being pushed via SL drops is bad. Combined with everything else (i.e. set boosters, curling foils, themed boosters, etc.), it is just another indication of Hasbro chasing growth without consideration for sustainability or quality.

Hullbreacher has been good but I like to reserve it for more competitive builds because it, like Notion Thief, can be a bit groan inducing. I'd say it is not as good as Notion Thief as it only gives you mana, not extra cards and I'd rather have the latter.

Similar effects like Narset or Notion Thief aren't ban worthy, neither is this one.

Mono Blue does make things more difficult. While lands are colorless, most of the effects that animate them add a color so things like Forsaken Monument won't work. I would suggest more jank: Wind Zendikon, Genju of the Falls, Cyclone Sire, Darksteel Citadel/Seat of the Synod + something that animates artifacts. Then you can use blue anthems like Favorable Winds or Soulblade Djinn.

You could even use the new Orvar, the All-Form to make copies of the animated lands or the enchantments.

Rankle, Master of Pranks... now hear me out. Everyone draws a card, sure someone has to pay four life to do so but it gets spread around. Various pranks to either help or hurt the table: Head Games (to sculpt the hand of the person behind), Infernal Genesis, Ritual of the Machine, Darkness (black fog), Avarice Totem, Imp's Mischief, Parasitic Impetus, Abyssal Persecutor (keep people alive), etc.

Rankle's capable of taking someone out with combat damage eventually or you get your life low enough and switch it with someone else's.
