Dimir Mill EdH with control part.

Control the field with removal and counter spells.
Than combine Phenax, God of Deception (Commander) with creatures that have big thoughness.
Pemmin's Aura and Freed from the Real are good options to mill your opponent(s) with the same creature again and again.
Consuming Aberration, Nighthowler, Wight of Precinct Six or Mortivore are great targets for these auras.

Tymaret, Chosen from Death, Psychic Drain, Crypt Incursion and Profane Memento gives you life back.

Maybe needs some more ramp/mana sources - must be tested
