With the banning of Paradox Engine, Captain Sisay has needed to go through a lot of changes. This is no longer the toolbox stax/combo deck, it is just a toolbox stax deck.

A powerful stax deck, but just that.

The goal with Sisay is to find an answer to whatever combos your opponents are trying to set up. Karn, the Great Creator works great against artifact decks, Linvala, Keeper of Silence is for creature decks, and Hokori, Dust Drinker is just good in general. Once your opponents are sufficiently staxed, you need to close the game with one of these soft-locks.

Brisela, Voice of Nightmares:
So this lock comes from Bruna, the Fading Light and Gisela, the Broken Blade. This can be searched up with Captain Sisay, but also Defense of the Heart and Tooth and Nail. Gaddock Teeg is the extra gravy on top to make sure that your opponents have little-to-no solution.

Karn, the Great Creator + Mycosynth Lattice:
Because lands are now artifacts, Karn says they can't be used for mana. This pretty much ensures that your opponents can't play anything. While Sisay can't search for Mycosynth Lattice, she can get Inventors' Fair, to in turn get Mycosynth Lattice.

Nature's Revolt + Elesh Norn, Grand Cenobite/Linvala, Keeper of Silence:
With Elesh Norn, all your opponents' lands just straight-up die. With Linvala, they can't be tapped for mana. Be careful with this second option though, because the lands can attack, and they are definitely coming your way.
