This deck is pretty much Azorius ETB value with a control subtheme and some game-winning combos.
Ramp into turn 3 Ephara and draw cards on everyone's turn. Use ETB triggers to remove threats from the board and abuse said triggers with a plethora of blink/flicker effects. I've found these counterspells to be the ones that work best in the deck - each of them carries benefits rendering them more than 1-for-1s, and the four counter-creatures will draw a card via Ephara too.

I don't run tutors mainly for budget reasons. Money no object, here are the cards I'd add:

• Enlightened Tutor
• Recruiter of the Guard
• Panharmonicon

Win conditions:
1) Control the board and swing with evasive beaters like Aetherling, Draining Whelk and Diluvian Primordial
2) Peregrine Drake combos - Go infinitely wide or bounce their whole board

Notable Infinite Combos:
1) Bounce their board: Peregrine Drake + Deadeye Navigator / Eldrazi Displacer + Capsize / Venser, Shaper Savant
2) Go infinitely wide: Peregrine Drake + Deadeye Navigator / Eldrazi Displacer + Sacred Mesa / Mobilization
3) Recursion infinite bounce: Mirror entity + Reveillark... Active Mirror Entity 1000 times > reanimate Karmic Guide and Venser, Shaper Savant > Karmic Guide trigger; reanimate Reveillark > Resolve 2nd instance of Mirror Entity's ability > reanimate Karmic Guide and Venser again; rinse and repeat. Each time Venser is reanimated, bounce a permanent.
