I don't have a Sultai deck and after playing with Geist of Saint Traft I realized how much I like to have a Voltron Commander with innate protections. So, while Rayami doesn't have them innate, it kinda does.
Most of the keywords are basically evasion and protection, the Stats section is there to pump Rayami's damage to be able to kill an opponent in 2-3 hits (thanks to base power of 5).
The targeted removal is here to fulfill the same objective as with Saint Traft, protect the commander and yourself. Don't try to slow down your opponents with Counterspells, save them for crucial moments (Avenger of Zendikar, Exsanguinate...) and to protect Rayami if you need to. Luckily with black we have a bunch of sac outlets and we can always sacrifice him if an opponent casts an Imprisoned in the Moon on him.
