Pauper EDH is an alternative format that uses any uncommon creature as the commander and the 99 are commons. Technically this is EDH legal too!
This azorius deck is piloted by Rebbec, Architect of Ascension and Esior, Wardwing Familiar. It's built around Rebbec's unique ability to give artifacts protection.
To that end we run a fairly even spread of artifacts from cmc 1 to cmc 8, with less artifacts the higher the cmc. This means artifacts can't be:
Damaged by sources with the specified quality. (All such damage is prevented.)
Enchanted, equipped, or fortified by permanents with the specified quality.
Blocked by creatures with the specified quality.
Targeted by spells with the specified quality, or by abilities from sources of that quality.
The exemption is -1/-1 spells, for example Suffocating Fumes, Eyeblight Massacre and maybe Cower in Fear.
Since there aren't any "destroy all" spells in PDH our artifacts are very sturdy once we have a few on board along with Rebbec. However Rebbec needs to be protected.
That is the main objective of Esior, Wardwing Familiar, we also run cards like Neurok Stealthsuit, Whispersilk Cloak, Diplomatic Immunity, Benevolent Blessing, Angelic Renewal and Cho-Manno's Blessing.
But the most useful card is the unassuming little Ashnod's Transmogrant, which can be tutored for by Trinket Mage and Dizzy Spell. It makes Rebbec herself an artifact which applies her ability to herself.
To aid the game plan we run artifact ramp, card advantage from spells like Thoughtcast, Treasure Cruise and Deep Analysis, removal by Arcane Denial, Crib Swap, Fade Away and Oblivion Ring.
The win condition is simple, to hit our opponents with our now unblockable artifact creatures over and over, we run a fair amount of vigilance to keep some blockers up while swinging in.
Worth noting is that Magnifying Glass, Golem Foundry and Everflowing Chalice give us protection from 0 cmc, most likely tokens.
Since most of our deck is colourless cards we get to run utility lands like the urza lands, desert, forge of heroes, radiant fountain et cetera. If you find yourself colour-screwed often, it's worth reconsidering some of the colourless lands.
Weaknesses of the deck is our reliance on Rebbec, if we can't keep her protected the rest of the deck is very vulnerable. 0 CMC is also the artifact we have the least of, so token decks could be an issue. We have few flying creatures and no source of reach, so flying strategies could be an issue.
Glacian, Powerstone Engineer is also a lot more flavourful than Esior, Wardwing Familiar but Esior covers up a weakness of the deck while Glacian is just kinda underwhelming, despite our artifact strategy. Armix, Filigree Thrasher is also worth considering, but blue has a ton of great artifact support, and Cranial Plating wouldn't be equippable by artifact creatures.
