Dr. Kylie Moriarty, having just aided in the forgiveness of several planeswalkers at the cost of all memories of their past, is back to making mutants, this time of dragons. Her plans are disrupted when Tiamat and her dragons decide to attack Planet Earth because some human leader in the U. S. decided to get tough with her, and you don't do that to Tiamat.
Though it was against her instincts to intervene in American matters anymore because she thinks the place an irredeemable wasteland, Kylie responded to the pleas of Oketra the True, and drained her 99-point, almost ready Helix Pinnacle, which she was going to use to gain the power to cleanse and undo all planeswalker distortion. With the power Kylie drained from her Helix Pinnacle, she whipped up a Hurricane like nothing that had ever been seen before or since, all over the American skies. It drove Tiamat off and killed her entire dragon army, though it also did some damage to the U. S., still nothing like what Tiamat would have done.
Displeased that her near-completed project was ruined, Kylie gets another idea. She can make storms without draining her Helix Pinnacle if she gets help from her clone of Karametra. So Kylie gets to work, refining and developing a rather brilliant, if crazy, scheme to not just blast anyone who threatens Great Britain out of the sky with Hurricane or Squall Line. Skullwinder can save anything, but their major job is to bring back any one of those five cards.
Unlike the U. S., Kylie cares about her home country, England, and sees it as her patriotic duty not to let her own magic bring ruin to it, so she crafts powerful Circles of Protection: Green charms to render her storm magic harmless to the local populace.
The clone of Dragonlord Dromoka presents Kylie with a replica of the Dragon Throne of Tarkir, on which she wishes to sit. But sitting on the throne truly belongs to Karametra, Oketra, or whomever is most bolstered up, for whomever is on the throne doesn't attack at all, but lends their power to everyone else. That isn't just for attacks, but is damned helpful for resisting the storms.
Gavony Township, and a clone of Shalai, Voice of Plenty, work with Dromoka, the Eternal to shore up weak fliers, as does the strange alliance of Fanatical Devotion and Death's Presence. It's easy to have tokens to spare to regenerate creatures not strong enough for the storms, with Oketra, Lathliss, and an Utvara Hellkite around.
Slippery Bogbonder is also in the deck, primarily because it is a must for protecting Shalai.
A clone of Uril, the Miststalker, is created in Kylie's lab. Though there are few enchantments for him, he is a fine leader more than able to guide her creature team on the search for storms to capture their power.
