This deck wants to play a control style game. Trading 1-for-1 with instant speed removal spells while gaining card advantage, eventually landing a dragon(or two) to swing for the win.
REMOVAL SPELLS:
The main board removal spells try to hit as broad a range of targets as possible and double up with other goodies (Valorous Stance offers creature protection and Draconic Roar gives burn). There are more removal spells in the side board (Surge of Righteousness and Stasis Snare).
The counterspells (Silumgar's Scorn and Stubborn Denial) I'm running are cheap, in an effort to maximize mana efficiency, can function as creature protection and (in Silumgar's Scorn's case) removal, though both of them really want to have a dragon on the field, or at least in your hand to guarantee the counter.
Speaking of having dragons on the field, or in your hand, there are three cards that become immensely better when this is the case. Silumgar's Scorn becomes Counterspell and Draconic Roar deals 3 damage to the targeted creature's controller,.
CARD ADVANTAGE:
Anticipate lets you look at the top three cards of you library and choose one to put in your hand, this gives you the ability to adapt to the situation you are in (do you need a removal spell, a dragon on the field, another land).
Dig Through Time is a bigger Anticipate, but its not just a bigger Anticipate, it allows you to pair up two cards so they can combo off (or double up)each other. Dig gives you even more versatility than Anticipate.
CREATURES:
Thunderbreak Regent is awesome. A 4/4 flyer at CMC 4 with resistance to removal, he Lightning Bolts opponents for targeting your Dragons with spells or abilities, not just himself, ALL YOUR DRAGONS. This should add up to some guaranteed damage to your opponent. And if for some reason you have trouble getting him through in the red zone, the next dragon should help with that.
Icefall Regent is a 4/3 flyer, CMC 5, that taps down a creature when it enters the battlefield. It also costs 2 more mana to target this guy making him resistant to removal, so you can stop that pesky flyer from stopping your Thunderbreak or stop another threat from hitting you. Icefall Regent is a good alternative to a removal spell while simultaneously giving you a 4/3 flyer, and a pretty good opening to end the game.
Dragonlord Ojutai is a 5/4 flyer, CMC 5, resistant to removal, card draw engine, game winner. 5/4 is big enough to brawl with most creatures out there add in that he's hexproof while untapped and he'll stonewall a flying assault. The real fun is when you can attack and hit with him: FREE ANTICIPATE, look at the top three and draw one is a great ability to cement your card advantage and give you the tools to keep the board state in your favor.
SIDEBOARD
Surge of Righteousness does well in matchups against aggro decks with its gain 2 life.
Stasis Snare will take care of big green, though you should be on the look out for Dromoka's Command.
Talent of the Telepath: So you like Dig Through Time do you? Well I also like digging through your time. Just make sure your opponent have spells that help you out too.
