I previously posted a $10 Werewolves deck here and it's still blowing up, so I thought I'd revise it with a fresh post, based on what worked and what didn't, plus we've got Eldritch Moon coming in 4 days as I write this.
1 Drops:
Village Messenger is a dandy little thing. If you really wanted, you could use Dragonmaster Outcast to shift pressure off of your Partisans/Chandra and possibly get some free baby dragons out of it.
Kessig Prowler is a stupidly good bargain. You get a 2/1 for 1 that only gets better. Just be careful with the new Liliana, though you can get Howlpack Resurgence out with/before she comes out.
2 Drops:
Duskwatch Recruiter is just another insanely good uncommon that helps you get the creatures you need.
Lambholt Pacifist is a great blocker that gets to swing if you toss Epic Confrontation or any of the other buffing spells in this deck on her. If you want, swap her out with Lupine Prototype if your opponent doesn't have a lot of card draw.
Lupine Prototype is great with Epic Confrontation/Moonlight Hunt early on and gets better once somebody is out of cards. He's a decent card to include/sideboard.
Kessig Forgemaster is another critter that can trade up though its ability, but also becomes quite sturdy once Howlpack is out. You could go Ember-Eye Wolf if you just want something you can pump up though.
3 Drops:
Silverfur Partisan is a core part of this deck. He helps mitigate burn spells and removal, while making the cheap buffs we have better. He's fragile though, so be careful.
Chandra, Fire of Kaladesh is a bit of an odd pick, but this deck can get her to flip with consistency. She doesn't get to untap though Zada shenanigans, but Epic Confrontation will flip her, as will casting red spells, or simply swinging, then dropping a Titan's Strength on her.
Geier Reach Bandit is a decent body that helps all the wolves come in bigger, not much to complain about.
Zada, Hedron Grinder is a 2-of in this deck due to her sillyness with Silverfur Partisan. You could sub her for Mirrorwing Dragon, but we are trying to keep to a budget and Arlinn sucks up most of that. Tossing any of our removal or buffs on her will create a brutal volley for the opponent.
Arlinn Kord is the most expensive card in the deck, but she's reasonable and a great boon. You can give Chandra or anybody else a buff and vigilance/trample, you can crank out more wolves, and if you ult (which isn't too hard for her, surprisingly), everybody becomes a burn spell, which can get cranked up by Zada.
Other Spells: Pretty straightforward buffs/removal. Sideboard in Vines of the Recluse or whatever else you'd like.
