This deck is a stormy wizard combo deck with Azami, Lady of Scrolls at the helm. We focus on using Azami and lots of wizards to manually draw our deck and/or find our methods to instantly draw our deck.
The wincons are: dramatic scepter, mind over matter, paradigm shift, intruder alarm Storm, and/or manual storm to draw or otherwise get rid of our deck and then win with Laboratory Maniac, Jace Wielder of Mysteries, or Thassa's Oracle. Because we don't have all that many tutors, our line will generally depend on what we draw. Muddle the Mixture is an all star for being able to find isochron scepter, dramatic reversal, paradigm shift, or Thassa's Oracle.
We run as many low cost wizards as we can that provide value on etb or while on the board such as those that are cantrip-like with azami on the field (overwhelmed apprentice, sage of epityr etc), provide protection (i.e siren stormtamer, patron wizard) or help us produce mana (i.e. sea scryer, aphetto alchemist). For some reason I really love the card sea scryer!
The storm lines revolve around drawing cards with Azami and continuously playing cheap wizards. Intruder Alarm makes this very easy by untapping everything each time we play a creature. We have Nykthos, Shrine to Nyx and some untappers (aphetto alchemist, fatestitcher, oboro breezecaller . . .) that can help us produce a lot of mana. With intruder alarm out we can use mana dorks and untappers to create more mana and keep the Congo line going. Also, faerie conclave can be used like a dork with intruder alarm out one we activate it and we have paradise mantle to turn a creature into a dork. We also have a small high tide package to help us make more mana. In a pinch we can use turnabout and dramatic reversal to draw a bunch of cards with Azami on the field.
We have some ability to interact, but we are not fully devoted to the control plan, so generally we should try to choose and push our combo line quickly and save our interaction for the combo turn or to protect Azami. Another motivating factor is that board wipes hurt us and it generally doesn't generally get better for us and our under powered wizards if our opponents are allowed to build up their board states.
Overall, the deck strategy is likely sub optimal given that we run storm lines that require a high density of low cost wizards, many of which are not spectacular magic cards . . . well at least without azami on the battlefield. The deck would probably be made more powerful by taking most of the wizards out, forgoing the storm lines, and running traditional cantrips, artifact tutors, the expensive mana rocks, and more cedh quality blue control cards, but what's the fun in that?! :)
This deck is semi budget and could be made better within it's current gameplan by adding expensive mana rocks: Mox diamond, Mana crypt, grim monolith, Mox Opal, as well as sensei's divining top and a couple other low cost artifacts to help turn on opal (lotus petal, arcum's astrolabe and snow lands, jeweled amulet, etc.) We could also benefit somewhat from adding fetch lands.
